The European Union’s new Regulation (EU) 2024/900 on the transparency and targeting of political advertising is coming into effect to guide how political and social content is posted and distributed across digital channels, including social media and email.

What the Regulation Covers
Effective from 10 October 2025, the regulation introduces harmonised rules for political advertising across the EU. It applies to any message that is:
- Paid for or part of a campaign and
- Designed to influence elections, referendums, voting behaviour, or legislative processes
Key actors affected include:
- Sponsors (e.g. political parties, NGOs, companies)
- Providers of political advertising services (like marketing services and agencies)
- Publishers (e.g. social media platforms, influencers, email senders)
What You Must Do to Comply
If your organisation engages in political or socially influential messaging, here are the top compliance actions to take:
Label political ads clearly: Every ad must include a label and transparency notice with sponsor details, campaign context, and funding origin.
Keep records for 7 years: as a provider, Apsis will retain metadata and financial details related to political ads. All other providers are required to do the same.
Avoid third-country sponsors: In the 3 months before an election or referendum, ads cannot be funded by non-EU entities unless they meet strict criteria.
Be transparent about the content of your message: Sponsors must declare the nature of the ad and their eligibility to run it.
Enable notification mechanisms: Publishers must allow users to report non-compliant ads easily.
